1. Care Homes Market Intelligence Questionnaire (MIQ) – April 2025 – DEADLINE 22 April 2025 (Information for all Birmingham and Contracted Care Homes)

The deadline for completion is Tuesday 22 April 2025
This questionnaire is issued quarterly. Details of the questions have been circulated to providers. If you don’t have a copy, please email marketintelligence@birmingham.gov.uk. Please note that the question concerning patient safety incidents has been changed to ask for numbers of the different type of incidents (choking, falls with injury, falls without injury, pressure ulcers developed in the home, unexplained bruising, accident with harm). We have also removed questions about the digital status of the care home, including completion of the Data Security Protection Toolkit (DSPT), implementation of Digital Social Care Records (DSCR) and availability of secure email, as this data is now available from other sources (Capacity Tracker and NHS data).
Completion of the questionnaire is part of the terms of the Care Homes 2023 contract, for contracted providers, but we ask all Birmingham care homes to take part in the process to help us meet our responsibilities to all Birmingham citizens.
Many thanks to staff at the care homes who completed the previous questionnaires. If this did not include your care home, please ensure that you complete the April and subsequent editions.

2. Home Support and Supported Living Market Intelligence Questionnaire (MIQ) – Advance Notice (Information for all Birmingham and contracted Home Support and Supported Living Providers)
In our next bulletin on 10 April 2025, we will be asking all care providers holding the Home Support 2024 and Supported Living 2023 contracts to complete a new Market Intelligence Questionnaire.

3. Birmingham City Council - CareMatch Portal Key Messages (Information for contracted Providers)
Message 1: Can providers check that their CareMatch Portal Users are up to date. Section 8.7 of the user guide for providers (See link below) explains how to do this. If Users have left your organisation and no longer need access to the system, please contact marketintellingence@birmingham.gov.uk, who can delete accounts that are no longer needed. Requests for deletion need to come from registered managers, owners, or staff that have the permission to manage Users.

If you are not sure after reviewing the guidance how to check which Users are assigned to your organisation please contact marketintellingence@birmingham.gov.uk who can assist with this.
Message 2: Tip for updating passwords that are due for renewal – CareMatch Portal will now ask Users to reset their passwords every 90 days. Please be aware that individual browser settings may auto-populate new password fields with passwords saved for other sites. To avoid difficulty logging in following a password reset, please delete all auto filled password fields and type in your new password from scratch.
4. Department of Health and Social Care (DHSC) - Health and Care Act 2022: information standards (Information for all Providers)
Information standards provide a common set of requirements to be followed when health and adult social care providers use, process and share certain information.
The Health and Care Act 2022 (see below) introduced measures which will make information standards mandatory and extend their scope to include Care Quality Commission-registered private health and adult social care providers.
These measures are intended to enable improved sharing and more effective use of data across the health and adult social care system, through a standardised approach to the collection, storage and processing of data.

5. Care Quality Commission (CQC) - The Adult Social Care Workforce Data Set (Information for all Providers)
Over 15,000 CQC-regulated care providers are using the Adult Social Care Workforce Data Set (ASC-WDS) to improve their businesses and drive sector change. Recently, the workforce data for adult social services departments in England became accredited official statistics.
ASC-WDS is the leading source of workforce intelligence for adult social care, supporting CQC, DHSC, and government planning. It’s free to use, with over 50% of CQC-regulated providers benefiting by influencing policy, recording staff qualifications, and accessing funding through the Learning and Development Support Scheme. ASC-WDS also allows providers to benchmark themselves against Good and Outstanding care providers. It’s a valuable tool for managing training and improving care quality.

IPC are looking for that person or persons who have really taken on the role of the IPC Champion after completing the IPC Champions Training.

8. CONSULTATION Birmingham City Council - Adult Social Care: Care Centre Consultation (Information for all Birmingham Providers)
The consultation in relation to the 3 Care Centres operated by the Council closed on the 20 December 2024. A further 4-week consultation will now take place, the purpose of the consultation is to provide additional financial information in relation to the options provided during the consultation held between 14 October 2024 and 20 December 2024. We want to invite people to provide their views on the proposals in light of this additional information.
The consultation will commence on Monday the 31 of March and will close on Wednesday the 30 of April 2025.
People can respond to the consultation by attending the virtual public meetings and by reading the consultation document which summarises the proposals and then by completing the questionnaire. The consultation document will be available from the launch of the consultation on the 31 of March, along with Frequently Asked Questions, Equality Impact Assessments and Health Impact Assessment.

All responses to this 4-week consultation will be considered along with the responses to the first consultation period and will inform recommendations for decision to the Council’s Cabinet in the summer of this year.

9. REMINDER Department of Health and Social Care (DHSC) - New Rules to Prioritise Recruiting Care Workers in England from 9 April 2025 (Information for all Providers)
New rules were laid in Parliament on 12 March 2025 which will require employers to prioritise recruiting international care workers already in England before recruiting from overseas. From 9 April 2025 care providers, who want to recruit a new worker from overseas, will have to first prove that they have attempted to recruit a worker from within England who needs new sponsorship. This ensures that those who came to the UK to pursue a career in adult social care can do so and will help end the reliance on overseas recruitment.

DBS Workshop 2 - Barring – Thursday, 10 April 2025 - 1pm - 3pm - on MS Teams
Session Objectives:
• Understand Barring processes at the DBS
• Understand when a DBS Barring referral should be made, including when the legal duty is met
• Understand how to make a good quality Barring referral
• Understand what Regulated Activity is
• Understand what ‘Relevant Conduct’ and the ‘Harm Test’ is
• Have a clear understanding of the potential consequences of not making appropriate Barring referrals and the consequences of being included in one or both Barred Lists
