About the consultation
Following a thorough analysis of the responses received from the Care Centre Consultation that took place between 14 October 2024 and 20 December 2024, a key theme identified was that some people perceived that they needed more financial information in relation to all the options presented, to enable them to make an informed response.
In direct response to the feedback received, we have listened, and we are launching a Phase 2 consultation. The aim of the Phase 2 consultation is to gain feedback following the provision of additional financial information on the 12 options presented during the public consultation held from the 14 October 2024 to the 20 December 2024, and particularly the Council’s preferred option.
The Phase 2 consultation starts on the 31 March 2025 and ends on the 30 April 2025.
Birmingham City Council currently provides residential care for adults at 3 Care Centres across Birmingham:
- Ann Marie Howes Centre
- Perry Tree Centre
- Kenrick Centre.
The council wants the best quality of life for all its citizens. However, we must also ensure our services are efficient and provide value for money.
Following the approval of the 2024/25 budget at Full Council on the 5 March 2024 a review of the Council’s internally operated Care Centres was recommended. The report confirmed that the review would consider future options for how the services can be delivered as efficiently as possible to support citizens to like a quality life.
The proposed savings from this review total £6.4m, £0.346m in the 2024/2025 financial year, £3.921m in 2025/2026 and £2.133m in 2026/2027.
The Phase 2 consultation aims to gain feedback on the options available for the future of the Care Centres and in particular on the preferred option.
The preferred option is for the council to stop operating services within the three Care Centres in the future and for the council to support current residents to find a new care home and to rent the current care centres to the NHS (or others).

- range of options that are being consulted upon
The purpose of the consultation is to make sure that you have a chance to tell us about your views on the proposals.
While savings have been announced for this service, we want to reassure you that no decisions have yet been made about what the Care Centre service will look like in the future.
The views you share as part of the phase 2 consultation and the analysis of responses received from the consultation held between the 14 October 2024 and the 20 December 2024, will be considered, and a final proposal and report will be presented to the council’s Cabinet in Summer 2025 for decision. This will allow us to thoroughly review and analyse all responses received during the Phase 2 consultation period.

The survey opens on Monday 31 March 2025 and closes on Wednesday 30 April 2025.
Our public meetings
The in-person consultations will take place between 2 April 2025 and 10 April 2025. As these events are aimed at current residents and their families, invitations will be sent out by letter. They are not open to the public.
Further online Public Consultation meetings will be held on 15 April 2025.
